LPHS Partner David Coale explains the impeachment proceedings against President Trump to KDFW Fox 4’s Good Day host Tim Ryan, including the claim by the White House that the impeachment process is unconstitutional unless there is a vote by the full House on the investigation.
“The constitution does not say that is required,” says Coale. “It has been done historically of the three times the president has been brought up on articles before, but it’s not required, and in fact the opposite is almost surely true that the House gets to make its own rules for how it conducts its proceedings.”
